This petition aims to increase the maximum sentencing for animal cruelty so that the punishment actually fits the crime.
The Croydon Cat Killer has slaughtered in excess of 500 cats, deer, foxes and many other animals some of which are household pets in the most barbaric way imaginable. He lures them with food, then runs them over with a car. He then proceeds to mutilate their bodies, cutting them up into small pieces and taking the heads home as trophies. He then dumps the body that remains on people's doorsteps with intent to cause as much horror as possible. He has yet to be caught, but police are closing down on him. However, there is one obstacle in the way...
That is, of course, the fact that the criminal justice system is far too lenient on animal killers. Currently the maximum sentence for even the most horrific animal killings is 6 months imprisonment with parole after 90 days. This does not do the owners of the animals killed justice. I have therefore researched what sort of sentences would actually fit the crime and I have written my conclusion below...
This would apply to household animals and other animals that can be domesticated as well as zoo animals and protected animals...
Minor assault on an animal/minor neglect: Band A fine - 6 months custody
ABH assault on an animal/serious neglect: Band D fine - 12 months custody
Killing an animal by gross negligence: 35 hours community service - 18 months custody
GBH assault on an animal/ allowing an animal to die of starvation: 3 months - 3 years custody
Wounding an animal with intent: 6 months - 5 years custody
Attempting to kill an animal: 9 months - 5 years, 6 months custody
Killing an animal without mutilation: 1 year - 7 years custody
Killing an animal with mutilation: 2 years - 9 years custody
Killing an animal by luring it then killing it and mutilating it: 2 years, 6 months - 11 years custody
Killing 2 - 5 animals without mutilation: 18 months - 9 years custody
Killing 2 - 5 animals with mutilation: 3 years - 12 years custody
Killing 2 - 5 animals by luring them, killing them and mutilating them: 4 years - 15 years custody.
Killing 6 or more animals without mutilation: 2 years - 12 years, 6 months custody
Killing 6 or more animals with mutilation: 4 years - 16 years custody
Killing 6 or more animals by luring them, killing them and mutilating them: 5 years custody - life imprisonment
